Job Summary
Under the general direction of the Chief Operating Officer for Public Health, the Senior Director of Community Health manages a portfolio of units, programs, and initiatives in the Cook County Department of Public Health (CCDPH) Division of Community Health. The Senior Director is responsible for providing strategic direction, administrative oversight and fostering connections internally and externally to advance health equity across suburban Cook County.
General Administrative Responsibilities
Collective Bargaining
Review applicable Collective Bargaining Agreements and consult with Labor Relations to generate management proposals
Participate in collective bargaining negotiations, caucus discussions and working meetings
Discipline
Document, recommend and effectuate discipline at all levels
Work closely with labor relations and/or labor counsel to effectuate and enforce applicable Collective Bargaining Agreements
Initiate, authorize and complete disciplinary action pursuant to CCH system rules, policies, procedures and provision of applicable collective bargaining agreements
Supervision
Direct and effectuate CCH management policies and practices
Access and proficiently navigate CCH records system to obtain and review information necessary to execute provisions of applicable collective bargaining agreements
Management
Contribute to the management of CCH staff and CCH’ systemic development and success
Discuss and develop CCH system policies and procedures
Consistently use independent judgment to identify operational staffing issues and needs and perform the following functions as necessary; hire, transfer, suspend, layoff, recall, promote, discharge, assign, direct or discipline employees pursuant to applicable Collective Bargaining Agreements
Work with Labor Relations to discern past practice when necessary
Typical Duties
Directs and oversees of the Division of Community Health, including management of unit leaders and staff, grant oversight, and community health improvement planning.
Identifies gaps in the local public health system and assists the department in the development or realignment of public health strategies.
Guides the strategic planning, implementation, and evaluation of public health activities related to community health planning, community engagement, health education, community health programs, and community epidemiology.
Develops and maintains strategic partnerships to support community health planning and community engagement.
Maintains a comprehensive, over-arching view of the CCDPH’s strategies and activities, ensuring division alignment, seamless collaboration, and promoting integration within division and across Cook County Health.
Cultivates and supports linkages or partnerships with other major sectors and key stakeholders in public, nonprofit and private entities to increase awareness, drive action, and ensure accountability in efforts to promote health and wellness, and address health inequities.
Facilitates collaboration, coordination, and integration of initiatives, programs, and activities within CCDPH and across other key stakeholders and sectors.
Represents the agency at public events, conferences, and in the media on Community Health related issues.
Mobilizes resources to meet Community Health needs, including applying for local, state, and federal grants.
Ensures consistent administrative, financial, and staff support necessary to sustain successful implementation of planned activities and future opportunities.
Articulates the impact of social and structural determinants of health as drivers of health inequities.
Identifies opportunities for organizational and staff development to support system improvement and workforce development.
Serves as CCDPH’s liaison with local, state and national organizations on matters involving community health and represent the Department on advisory boards, work groups, taskforce and consortia for related initiatives.
Supports agency activities related to Illinois Department of Public Health certification and public health accreditation through the national Public Health Accreditation Board (PHAB).
Participates in and leads quality improvement processes for the Division.
Performs other duties as assigned.
Reporting Relationship
Reports to the Chief Operating Officer for Public Health
Minimum Qualifications
Doctoral degree from an accredited college or university and five (5) years of experience in public health OR Master’s degree from an accredited college or university and seven (7) years of experience in public health
Five (5) years of supervisory and/or management experience
Possession of a valid driver's license and access to an insured vehicle
Must be available for "on-call" duty as required
Knowledge, Skills, Abilities and Other Characteristics
Requires knowledge of the field of assignment and physical ability sufficient to perform thoroughly and accurately the full scope of responsibility as illustrated by example in the above job description.
Knowledge of Illinois State public health laws and regulations; Cook County Department of Public Health regulations; current principles of public health practice and
Knowledge of organizational, administrative and management principles and practices; supervisory techniques; resource allocation; and planning and
Ability to deal effectively with a variety of governmental and community officials and maintain cooperative working relationships with federal, state and local officials and
Ability to research, compile and analyze comprehensive reports and statistical
Ability to read, interpret, and apply related public health laws and
Ability to communicate effectively orally and in
Ability to make sound discretionary
Ability to work well under pressure.

Physical and Environmental Demands
This position is functioning within a healthcare environment. The incumbent is responsible for adherence to all hospital and department specific safety requirements. This includes but is not limited to the following policies and procedures: complying with Personal Protective Equipment requirements, hand washing and sanitizing practices, complying with department specific engineering and work practice controls and any other work area safety precautions as specified by hospital wide policy and departmental procedures.
