Job Summary

The Chief Financial Officer oversees finances of the Center. Consistent with community health center requirements, s/he is responsible for directing the Center's financial planning and accounting operations as well as establishing and maintaining its relationship with lending institutions and the financial community. The Chief Financial Officer works closely with all department leaders and key program managers and reports regularly to the Executive Director and to the Board of Directors.  Options for a hybrid work schedule are open for discussion.

Duties and Responsibilities

1. Works with CEO
   1. Develop organizational strategy, goals, policies, and short- and long-term objectives;
   2. Leads and provides Executive Leadership Team direction;
   3. Serves as Second-in-Command for organizational oversight and authority and assumes the CEO’s duties in her/his absence;
   4. Works in conjunction with the CEO and Executive Leadership Team to develop revenue opportunities that result in profitability and organizational growth;
   5. Assists in the administration of all organizational business and execution of day to day operations of the organization;
   6. Assists in meeting with the Board of Directors on corporate matters to provide progress reports;
   7. Responsible for effective administration of civic engagement and advocacy activities at the local, regional, state and federal level;
   8. Responsible for planning and development of future facility projects;
   9. Oversees Data Analytics function to ensure accurate reporting occurs for management, the Board of Directors, and other stakeholders;
2. Directs financial planning
   1. Appraises Center's financial position.
   2. Forecasts budgetary needs of Center.
   3. Directs and analyzes studies of general economic, business, and financial conditions and their impact on the Center's financial policies and operations.
   4. Executes financial strategies aligned with the organization's goals to manage financial risks and ensure financial stability
   5. Assists in development of patient fee amounts, sliding fee scales and determination of eligibility criteria based on income level.
   6. Assists in the collection of cost data to inform rate setting in Medicaid, Medicare and other insurance programs;
   7. Keeps informed about laws and regulations governing finance through continuing education and knowledge development
   8. Manages investments and capital allocation;
   9. Identify opportunities for fundraising and cost-saving;
3. Directs accounting operations
   1. Creates, implements, and reviews systems, policies and procedures necessary to maintain proper records of costs and revenues, and affords adequate accounting controls and services by use of Generally Accepted Accounting Principles and separation of access, recording and monitoring duties related to finances to create a system of insulated checks and balances between staff members;
   2. Supervises the preparation of regular billing statements to patients and payors, including the State, for reimbursement of cash outlays; timely billing, collection and deduction of uncollected accounts receivable;
   3. Supervises the creation and timely submission of Financial Status Reports (FSR) for each entity at the close of each grant period and ensures accuracy. Similarly supervises the submission of all other billing forms and costs reports to various payers as required;
   4. Performs comprehensive computerized payroll functions, including tax reporting W-2 preparation, payroll tax deposits, and Texas Workforce Commission reporting;
   5. Completes the IRS Form 990 for submission to the Executive Director and Board of Directors for review;
   6. Prepares annual Uniform Data System (UDS) report to be submitted to the United States Health Resources and Services Administration (HRSA);
   7. Obtains bids on major equipment purchases;
   8. Maintains physical inventory records and depreciation schedule of assets and equipment;
   9. Maintains proper liquidity of all liquid assets to insure maximum return on investment while meeting day-to-day obligations of the organization.;
   10. Responds to auditors in the annual audits and preparation of tax returns for submission, and responds to the center audit committee as needed;
   11. Examines insurance policies and retirement plans to ascertain equity to agency employees;
   12. Supervises agency expense reimbursement and documentation in a timely manner, addressing travel reconciliations and supply costs
   13. Supervises the proper creation and investment of any reserves;
   14. Supervises accounting and billing staff;
4. Consults with departments and reports on organizational finances
   1. Interacts regularly with Center department heads to assess their financial needs and budget;
   2. Interacts regularly with Center departments to communicate financial constraints and encourage financial efficiencies and full utilization of available funds;
   3. Works with Center CPI Officer to ensure Center is abiding by grant restrictions and other financial laws, regulations and guidance;
   4. Issues periodic financial and operating reports to the staff, Executive Director, and Board of Directors when appropriate;
   5. Submits information for the Center's annual report and reports to any funders;
5. Works with administrative team
   1. Participates in Management Team activities, including the negotiation and/or approval of contract costs;
   2. Participates in Compliance and Performance Improvement meetings and Board meetings as appropriate, including working with the Board Finance Committee to present the Center's finances to the Board on a monthly basis;
   3. Acts as liaison to financial community;
6. Performs other related duties as assigned by the Executive Director

Requirements

Knowledge, Skills and Abilities

Required

• Leadership and managerial skills
• Grants management skills
• Computer skills with Microsoft Windows and Office Professional (Word, Excel, and PowerPoint), including knowledge of computer technology in a health care setting
• Willingness to travel

Preferred

• Broad-based knowledge of the scope of financial operations of a community health care system, knowledge of management information systems and managed care systems.
• Knowledge of non-profit accounting methods and regulations.

Credentials and Experience

Required

• Bachelor's Degree in Business Administration with emphasis on accounting
• Five (5) years financial experience
• A minimum of three (3) years healthcare experience and two (2) years in a supervisory capacity
• Experience administering grants
• Experience in mainframe accounting systems and PC based systems

Preferred

• Master's Degrees in Finance or the equivalent
• Certification as a Public Accountant (CPA)
• Nonprofit experience
• Health center experience

Special Requirements

Requires sitting, standing and walking for extensive periods of time. Requires working under stressful conditions or working irregular hours. Requires frequent exposure to communicable diseases, body fluids, toxic substances, medicinal preparations and other conditions common to a clinic environment. The employee frequently is required to reach with hands and arms. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Ability to work with a moderate noise level in the work environment is required.
